How do I choose an accounting firm in Israel?

Start by checking that the person responsible for your file is a licensed Israeli CPA, in the Ministry of Justice CPA register. Then match the firm to your situation: a large firm suits groups that need many specialists under one roof, while a boutique firm gives direct access to the CPA. Agree in writing on what the fee covers, and ask how the firm works in English if Hebrew is not your first language.

Israel has thousands of accounting firms, from the local offices of the global networks to single-CPA practices. For a company owner, a self-employed professional or a new resident, the right choice depends less on size or reputation and more on fit: who will actually handle your file, what is included, and whether you can work with them comfortably. This guide sets out the checks worth making before you sign. It describes the Israeli system only; it does not cover US tax filing.

1. Check the licence first

In Israel the title "CPA" (roeh heshbon, רואה חשבון) is protected. It may only be used by someone licensed under the Auditors Law, 1955, and listed in the register kept by the Auditors Council at the Ministry of Justice. The register is public: you can search it online by name, licence number or town at the Ministry of Justice CPA register, which shows whether the licence is active.

Check the person, not only the firm's name. In many firms the day-to-day work is done by bookkeepers, which is normal and efficient, but you should know which licensed CPA is responsible for your file and signs your reports.

2. Know which professional you actually need

If you operate through an Israeli company, you will need a CPA for the audited financial statements in any case, so it is usually simpler to have one firm handle the whole relationship.

3. Large firm or boutique firm?

Neither is better in general. They suit different situations.

A useful test: ask who will answer the phone when the Tax Authority sends you a letter, and how quickly.

4. Agree on the scope, then on the fee

Fees for accounting services in Israel are not regulated and vary widely, so comparing headline prices tells you little. Compare what is included. Ask the firm to confirm in writing whether the fee covers:

Also ask how out-of-scope work is billed, for example a one-off restructuring, a tax ruling request or a voluntary disclosure.

5. If you work in English

All filings and most correspondence with the Israeli authorities are in Hebrew. A firm that works in English should handle that side for you and explain each step in English, so that you understand what is being signed on your behalf. Ask whether the CPA responsible for your file speaks English, or only a front-office contact. Many clients also want to work remotely, which is common in Israel today; see whether you can work with an Israeli accountant remotely.

6. Israeli CPA or US CPA?

An Israeli CPA licence and a US CPA licence are separate qualifications under separate law. An Israeli CPA handles Israeli tax and Israeli financial statements; US federal and state returns require a US preparer. If you are a US citizen living in Israel, you will usually need both. Do not assume that "CPA" in an English-language listing refers to the Israeli licence: check the register described above.

7. Warning signs

8. Questions to ask in the first meeting

Switching firms is a routine process in Israel. The new firm receives the files and takes over the representation, so a poor fit is not something you have to live with.

How do I check that an Israeli accountant is a licensed CPA?

Search the public CPA register of the Auditors Council at the Ministry of Justice on gov.il, by name, licence number or town. It shows whether the licence is active.

Does every Israeli company need a CPA?

Under section 154 of the Companies Law, 1999, every company appoints an auditor, who must be a licensed CPA, with limited exceptions for certain small private companies.

Is a boutique accounting firm or a large firm better?

It depends on the business. Large firms suit groups that need many specialists in one place; boutique firms suit most private companies, the self-employed and new residents who want direct access to the CPA responsible for their file.

Can an Israeli CPA prepare my US tax return?

Not as an Israeli CPA. The Israeli and US licences are separate. US citizens in Israel usually need an Israeli CPA for Israeli tax and a US preparer for US returns.
